WHO WE ARE
Civic North Consulting is a boutique firm helping nonprofits and public-sector vendors win funding and contracts by combining compelling storytelling with procurement-grade compliance, operational rigor, and execution discipline.
We deliver repeatable response frameworks, disciplined timelines, and contract-aware strategy that reduce risk and improve win probability — without requiring clients to hire full-time staff.
Managing Partner
Sophie Kather leads the firm's public-sector strategy and business operations practice. She brings deep experience in bid management, contracting, and procurement for complex, highly regulated environments, with a career rooted in working alongside government agencies and public safety organizations on the vendor side.
Sophie specializes in translating community and organizational needs into compliant, fundable initiatives. Her work spans stakeholder alignment, capital project readiness, governance, and the operational infrastructure required to move projects from concept to execution.
Partner, Grants & Nonprofit Strategy
April Luebbert leads grant strategy, marketing, and nonprofit consulting for mission-driven organizations. She brings a background in community engagement, strategic planning, and partnership development, with a focus on helping nonprofits secure funding and deliver lasting community impact.
A U.S. Navy veteran, April combines disciplined leadership with a collaborative approach developed across roles in real estate administration, construction project support, and years of hands-on community work in the Lower Snoqualmie Valley.
Public Sector Practice Lead
As the Public Sector Practice Lead at Civic North, David Poulin specializes in the unique environment that exists within the government market. Prior to joining Civic North, David spent 12 years in both local law enforcement and the U.S. Army Military Police. He then moved on to senior positions within software and hardware companies that serve the public sector.
That combined experience allows him to bring extensive real-world insight into his current position. David's degree is from Warner University, with additional graduate coursework at the University of Central Florida. He has authored articles in trade magazines and has been a guest speaker at law enforcement and government tradeshows.
We believe good work deserves sustainable funding. Our role extends beyond securing grants; we empower your organization to build clarity, confidence, and repeatable systems around fundraising. This approach ensures grant-seeking enhances your mission, rather than becoming a distraction.
We meet you where you are, offering flexible pricing, transparent scope, and a focus on long-term impact. Together, we build a foundation for sustained success.
We take a consultative, diagnostic-first approach — building trust through readiness sprints that demonstrate value before full engagement. We believe in earning your confidence through results, not promises.
We establish credibility through thought leadership: LinkedIn content, articles, framework previews, and conference presence. Our expertise speaks for itself, and we share it openly to help the organizations we serve.
Compliance explainers, process frameworks, and case studies that clarify complexity and position us as trusted advisors. We don't just do the work — we help you understand it, building your internal capacity along the way.
We understand the unique constraints of nonprofit budgets and vendor pipelines. Our pricing is designed to be fair, transparent, and flexible, with scope adjustments available to align with your realities without compromising quality.
We never charge percentage-based fees or tie our compensation to awarded amounts. Our goal is to be a trusted partner dedicated to your long-term success, not just a vendor.
We recognize that our clients operate with limited budgets, lean teams, and high accountability. Our services are crafted to support these realities, empowering you to focus on your vital mission.
Every engagement starts with a conversation. Let us learn about your organization and recommend the right approach.
